Climate Change Adaptation is a very complex field of work, where the private and public dimensions converge, where there are competences, responsibilities and need for coordination at all administrative levels - local, regional, national and European -, and where many sectors and stakeholders interact. The Basque Government has planning and management responsibilities in a number of areas that are climate sensitive and, therefore, vulnerable to climate change. On the other hand, over 75% of the population live in urban environments, facing local and specific problems arising from the impact of the climate change. The urban metabolism, understood to be the energy flows and material cycles that circulate and supply cities and territories, is specifically affected by climate change. The effects of climate change impact many areas, services and sectors, where local authority planning and management could provide the solutions to minimise their vulnerability.
